Thus, the two visits of Paul to Jerusalem described in Galatians correspond to the first two visits described in Acts. An appeal to the decree of the Jerusalem Council could have strengthened Paul’s challenge to the Judaizers. No appeal was made, presumably because the decree had not yet been given. Peter’s hesitancy about table fellowship with Gentiles (Gal 2:12) would also fit better with a pre-Council date.
